Clearly PETA is going for the shock value. But many would argue that it’s highly hypocritical to be treating women like meat in an attempt to convince other people not to eat meat at all. After all, using sexism to sell vegetarianism is like using racism to promote gay rights; advancing one cause by undermining another might get you attention but it also alienates a lot of people.
